Passage of this bill has stirred up controversy, with many, including Senator Russ Feingold, accusing the Democrats of having caved to the Bush administration. The bill seeks to expand the power of law enforcement to spy by permitting the surveillance of communications in which one party is out of the country. As Sen. Feingold put it on Democracy Now!, you might be calling your daughter who is doing her junior year abroad or your family that is still in Iraq.
The bill also seeks to grant retroactive immunity to telecommunications companies that have already participated in warrantless wiretapping.
Feingold has suggested, on Democracy Now!, that if the bill becomes a law, members of the Bush administration -- including Bush himself -- might be immune to charges of impeachment and/or future criminal charges.

Appropriations Act, 2008 and was incorporated as Division B in the H.R. 3043 conference report, subsequently removed from that bill, and enacted in H.R. 2764, Consolidated Appropriations Act, 2008.
This half of H.R. 2642 is the half that is supposed to continue funding for the war. It passed by a vote of 268 YEAS to 155 NAYS, with 12 not voting. Eighty Democrats voted YEA, but 151 voted NAY, including Nancy Pelosi and most of the California Democratic delegation.

Appropriations Act, 2008 and was incorporated as Division B in the H.R. 3043 conference report, subsequently removed from that bill, and enacted in H.R. 2764, Consolidated Appropriations Act, 2008. This bill passed on June 19, today, by a vote of 416 to 12 with 7 not voting. It is one half of a confusing appropriations bill that sought to separate war funding from things like unemployment extensions and college aid for veterans of the Iraq and Afghan wars. Nancy Pelosi vote AYE. In all, with the passage of this and its companion bill, representatives voted to appropriate $162 million of our tax money to wars -- so that war funding will not be a topic of conversation during the rest of the campaign season.

Two Californians, in addition to Pelosi, did not vote: Pete Stark, D-Fremont; and Henry Waxman, D-Santa Monica.
