American Clean Energy And Security Act of 2009

To create clean energy jobs, achieve energy independence, reduce global warming pollution and transition to a clean energy economy.

current 111st session of congress
OpenCongress Summary:
This is the Waxman-Markley comprehensive energy bill, known for short as "ACES," that includes a cap-and-trade global warming reduction plan designed to reduce economy-wide greenhouse gas emissions 17 percent by 2020. Other provisions include new renewable requirements for utilities, studies and incentives regarding new carbon capture and sequestration technologies, energy efficiency incentives for homes and buildings, and grants for green jobs, among other things.

The Center for Biological Diversity has a number of concerns with this bill, including the fact that it guts the Clean Air Act renewal of 1990.

See October 1, 2009 story on the EPA and greenhouse gas emissions here:
EPA to crack down on greenhouse gas emitters

...
The Senate climate bill introduced Wednesday, unlike the House-passed version, preserves the EPA's authority to regulate under the Clean Air Act. Environmentalists said the two efforts go hand in hand.

H.R.2975 -- The USA PATRIOT ACT
October 12, 2001

Title: To deter and punish terrorist acts in the United States and around the world, to enhance law enforcement investigatory tools, and for other purposes.
Sponsor: Rep Sensenbrenner, F. James, Jr. [WI-9] (introduced 10/2/2001)      Cosponsors (26)
Related Bills: H.RES.264H.R.3162S.1510
Latest Major Action: 10/15/2001 Received in the Senate. Read twice. Placed on Senate Legislative Calendar under General Orders. Calendar No. 198.
House Reports: 107-236 Part 1
Note: H.R. 3162, the USA PATRIOT Act, incorporated provisions of two earlier anti-terrorism bills: H.R. 2975, which passed the House on 10/12/2001; and S. 1510, which passed the Senate on 10/11/2001. Provisions of H.R. 3004, the Financial Anti-Terrorism Act, were incorporated as Title III in H.R. 3162. H.R. 3162 became Public Law 107-56 on 10/26/2001.

Three-hundred and 37 members of the House of Representatives voted for this act, including Nancy Pelosi.  Seventy-nine voted against it.  Among those voting against this bill were: Xavier Becerra (D-California), John Conyers (D-Detroit, and one of this act's original sponsors), Sam Farr (D-Carmel), Bob Filner (D-California), Barney Frank (D-Massachusetts), Mike Honda (D-San Jose), Dennis Kucinich (D-Cleveland), Barbara Lee (D-Oakland), John Lewis (D-Georgia), Juanita Millender-McDonald (D-California), George Miller (D-Martinez), Charles Rangel (D-New York), Lucille Roybal-Allard (D-California), Bernie Sanders (I-Vermont), Hilda Solis (D-California), Pete Stark (D-Fremont), Maxine Waters (D-Los Angeles), Diane Watson (D-Los Angeles), and Lynn Woolsey (D-Petaluma).

There are many alarming provisions of the USA Patriot Act.  Here's one of them: the "sneak and peak."  According to Nat Hentoff, in his book The War on the Bill of Rights and the Gathering Resistance, FBI agents, with a warrant, can break into your home and office, but according to the new law, the FBI can delay giving notice of entry.  According to Section 213 of the USA PATRIOT Act, "notice of a secret search must be given within 'a reasonable period.'" Under John Ashcroft, that was interpreted as 90 days, but, adds Hentoff, "the government can ask a judge to extend that period for 'good cause."  In fact, extensions can be granted for any cause -- and the searches apply to all investigations, not just those related to terrorism (the original basis for the passage of the act).

Hentoff also warns us to beware the "magic lantern."  When those FBI agents come into your home and office, they can install a device on your computer called a magic lantern or a "sniffer keystroke logger."  This device will record all your keystrokes -- even the ones that you delete.

Nancy Pelosi voted FOR this ominous piece of legislation.
