American Clean Energy And Security Act of 2009
To
create clean energy jobs, achieve energy independence, reduce global
warming pollution and transition to a clean energy economy.

OpenCongress Summary:
This is the Waxman-Markley comprehensive energy bill, known for short
as "ACES," that includes a cap-and-trade global warming reduction plan
designed to reduce economy-wide greenhouse gas emissions 17 percent
by 2020. Other provisions include new renewable requirements for
utilities, studies and incentives regarding new carbon capture and
sequestration technologies, energy efficiency incentives for homes and
buildings, and grants for green jobs, among other things.
The Center for Biological Diversity has a number of concerns with this bill, including the fact that it guts the Clean Air Act renewal of 1990.

... The Senate climate bill introduced Wednesday, unlike the House-passed
version, preserves the EPA's authority to regulate under the Clean Air
Act. Environmentalists said the two efforts go hand in hand.

A BILL

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. REPORT ON AFGHANISTAN EXIT STRATEGY.
Not later than December 31, 2009, the Secretary of Defense
shall submit to Congress a report outlining the United States exit
strategy for United States military forces in Afghanistan participating

Note: H.R. 3162, the USA PATRIOT Act, incorporated provisions of two earlier anti-terrorism bills: H.R. 2975, which passed the House on 10/12/2001; and S. 1510, which passed the Senate on 10/11/2001. Provisions of H.R. 3004, the Financial Anti-Terrorism Act, were incorporated as Title III in H.R. 3162. H.R. 3162 became Public Law 107-56 on 10/26/2001.

There are many alarming provisions of the USA Patriot Act. Here's one
of them: the "sneak and peak." According to Nat Hentoff, in his book
The War on the Bill of Rights and the Gathering Resistance, FBI agents,
with a warrant, can break into your home and office, but according to
the new law, the FBI can delay giving notice of entry. According to
Section 213 of the USA PATRIOT Act, "notice of a secret search must be
given within 'a reasonable period.'" Under John Ashcroft, that was
interpreted as 90 days, but, adds Hentoff, "the government can ask a
judge to extend that period for 'good cause." In fact, extensions can
be granted for any cause -- and the searches apply to all
investigations, not just those related to terrorism (the original basis
for the passage of the act).
Hentoff also warns us to beware the "magic lantern." When those FBI
agents come into your home and office, they can install a device on
your computer called a magic lantern or a "sniffer keystroke logger."
This device will record all your keystrokes -- even the ones that you
delete.
