American Clean Energy And Security Act of 2009
To
create clean energy jobs, achieve energy independence, reduce global
warming pollution and transition to a clean energy economy.

OpenCongress Summary:
This is the Waxman-Markley comprehensive energy bill, known for short
as "ACES," that includes a cap-and-trade global warming reduction plan
designed to reduce economy-wide greenhouse gas emissions 17 percent
by 2020. Other provisions include new renewable requirements for
utilities, studies and incentives regarding new carbon capture and
sequestration technologies, energy efficiency incentives for homes and
buildings, and grants for green jobs, among other things.
The Center for Biological Diversity has a number of concerns with this bill, including the fact that it guts the Clean Air Act renewal of 1990.

... The Senate climate bill introduced Wednesday, unlike the House-passed
version, preserves the EPA's authority to regulate under the Clean Air
Act. Environmentalists said the two efforts go hand in hand.
