Here is the first Defense Appropriations Act passed after September 11, 2001. A glance at the summary of the act reveals that it includes items related to ballistic missile defense, live practice on Vieques Island in Puerto Rico, and the elimination of a requirement for the military to fulfill a report requirement on troop deployments to Haiti. Remember, democratically-elected Haitian President Jean-Bertrand Aristide was overthrown in a US-backed coup recently.
Even so soon after the events of September 11, 2001, a number of
lawmakers were beginning to resist the administration. Nancy Pelosi,
who was not yet the House Minority leader, voted FOR this defense
appropriations bill, but 16 representatives voted against it,
including: John Conyers (D-Detroit), Anna Eshoo (D-Atherton), Bob
Filner (D-California), Barney Frank (D-Massachusetts), Barbara Lee
(D-Oakland), George Miller (D-Martinez), Pete Stark (D-Fremont), and
Lynn Woolsey (D-Petaluma).
Following are some of the items included in this act:
Subtitle C: Ballistic Missile Defense - Transfers from the
Ballistic Missile Defense Organization (BMDO) to the military
departments responsibility for procurement for missile defense
programs. Requires prior notification from the Secretary to the defense
and appropriations committees before such a transfer.
(Sec. 232) Repeals program element requirement for ballistic missile defense programs.
(Sec.
233) Earmarks specified RDT&E funds for research, development, and
demonstration activities at Department of Energy national laboratories
in support of BMDO missions.
(Sec. 234) Directs the Secretary to
ensure that each DOD budget request: (1) is designed to provide
comprehensive testing of ballistic missile defense programs during
early development; and (2) includes necessary funding to support and
improve test infrastructures and provide adequate test assets. Outlines
requirements for early stage system development, with specific
requirements for ground-based, mid-course interceptor systems.
(Sec.
235) Authorizes the Secretary, using specified RDT&E funds made
available for the BMDO, to carry out construction projects to establish
and operate the Missile Defense System Test Bed Facilities. Limits such
amounts to $500 million. Authorizes the Secretary, in connection with
such projects, to provide assistance to local communities to meet the
need for increased services resulting from such construction.
(Sec. 1206) Amends the National Defense Authorization Act for Fiscal
Year 2000 to repeal a report requirement on military deployments to
Haiti.
