H.R. 2642 was previously the Military Construction and Veterans Affairs Appropriations Act, 2008 and was incorporated as Division B in the H.R. 3043 conference report, subsequently removed from that bill, and enacted in H.R. 2764, Consolidated Appropriations Act, 2008. This half of H.R. 2642 is the half that is supposed to continue funding for the war. It passed by a vote of 268 YEAS to 155 NAYS, with 12 not voting. Eighty Democrats voted YEA, but 151 voted NAY, including Nancy Pelosi and most of the California Democratic delegation.
